56-08 MINUTES

The Minutes of the meeting held on 15 May 2008, having been previously circulated, were signed by the Chairman as a true record.

57-08 PETITIONS/STATEMENTS/QUESTIONS FROM MEMBERS OF THE PUBLIC

No petitions/statements/questions had been received from members of the public in accordance with Standing Order No 79.

58-08 DISCLOSURE OF PERSONAL AND PREJUDICIAL INTERESTS

Councillor SW Cosser declared a personal interest, as a member of Go Godalming, in Agenda Item 7 and stayed in the Chamber when that agenda item was debated.

Councillor T Martin declared a personal interest, as a member of Go Godalming, in Agenda Item 7 and stayed in the Chamber when that agenda item was debated.

Councillor JM Poulter declared a personal and prejudicial interest, as a member of Go Godalming, in Agenda Item 7 and left the Chamber when that agenda item was debated.

Councillor PJ Martin declared a personal interest, as a member of Go Godalming, in Agenda Item 7 and stayed in the Chamber when that agenda item was debated.

Councillor JPJ Hubble declared a personal interest, as a member of Go Godalming, in Agenda Item 7 and stayed in the Chamber when that agenda item was debated.

Councillor SP Connolly declared a personal interest, as a member of Go Godalming, in Agenda Item 7 and stayed in the Chamber when that agenda item was debated.

Councillor CM Gordon-Smith declared a personal interest, as a member of Go Godalming, in Agenda Item 7 and stayed in the Chamber when that agenda item was debated.

Councillor AK Lister declared a personal interest, as a member of Go Godalming, in Agenda Item 7 and stayed in the Chamber when that agenda item was debated.

Councillor NC Pinches declared a personal interest, as a member of Go Godalming, in Agenda Item 7 and stayed in the Chamber when that agenda item was debated.

Councillor SN Reynolds declared a personal and prejudicial interest, as a member of Go Godalming, in Agenda Item 7 and left the Chamber when that agenda item was debated.

Councillor LE Wheatley declared a personal interest, as a member of Go Godalming, in Agenda Item 7 and stayed in the Chamber when that agenda item was debated but did not participate in the vote on that item.

Councillor CA Wilson declared a personal interest, as a member of Go Godalming, in Agenda Item 7 and stayed in the Chamber when that agenda item was debated.

Councillor JE Woodham declared a personal interest, as a member of Go Godalming, in Agenda Item 7 and stayed in the Chamber when that agenda item was debated.

59-08 ACCOUNTS PAID SINCE LAST MEETING

Due to the unforeseen absence of the Finance Officer no figures had been prepared for the meeting and Members agreed to defer this item to the next meeting of the Committee.

60-08 SUPPORT TO THE RETAIL ECONOMY OF THE TOWN

Members agreed to make £1,000 available from the New Initiatives Fund to support a project to develop a town centre map that would identify all retail premises (and possibly all businesses) in the town centre. The £1,000 would enable this project to proceed being pump-priming funding to pay for the design and artwork required for the first map. Thereafter the project should be self-financing with new businesses being invited to pay the modest costs of having the map reprinted to include that new business.

61-08 REVIEW OF GO GODALMING YOUTH'S FREE USE OF THE WILFRID NOYCE CENTRE

Members agreed to extend the commitment to provide free hires of the Wilfrid Noyce Centre, to Go Godalming, at no more than one a month (subject to other hirers' requirements until the end of the current financial year (i.e. until 31 March 2009).

63-08 TOWN COUNCIL REPRESENTATION ON EXTERNAL BODIES - REPORT ON SPORT GODALMING

Members noted a report from Councillor PJ Martin (copy attached to record minutes) about Sport Godalming - an organisation on which Councillor PJ Martin represents the Town Council.

64-08 DATE OF NEXT MEETING

he next meeting of the Policy & Management Committee was scheduled to be held on Thursday, 26 June 2008 at 7.15 pm in the Council Chamber or at the conclusion of the Planning & Environment Committee, whichever was the later.

65-08 ANNOUNCEMENTS

There were no announcements.

66-08 REVIEW OF LEASE OF ALLOTMENT LAND TO THE FARNCOMBE & DISTRICT WORKING MEN'S ALLOTMENT ASSOCIATION

Members considered a confidential report from the Town Clerk and agreed to authorise the Town Clerk and/or the Facilities Manager to negotiate a new lease with the Farncombe & District Working Men's Allotment Association and to instruct the Council's solicitors (and possibly the District Valuer) to effect a new lease. All costs to be met from within the Council's professional fees budget.
