97-08 MINUTES

The Minutes of the Meeting held on 26 June 2008 were signed by the Chairman as a correct record.

98-08 PETITIONS/STATEMENTS/QUESTIONS FROM MEMBERS OF THE PUBLIC

No petitions/statements/questions had been received from members of the public in accordance with Standing Order No 79.

99-08 DISCLOSURE OF PERSONAL AND PREJUDICIAL INTERESTS

Councillor SN Reynolds declared a personal interest, on the grounds that the house concerned is close to that of his parents, in Agenda Item 5 Schedule No 9 ( WA/2008/1135) and remained in the chamber when that item was discussed.

Councillor PJ Martin declared a personal and prejudicial interest, on the grounds that he is the Executive Member for Surrey County Council with responsibility for Schools, Children and Youth Services, in Agenda Item 5, Schedule Nos 12 & 19 ( WA/2008/1154 and WA/2008/1226). Councillor Martin left the chamber when each of those items were discussed.

Councillor GS Barnes declared a personal and prejudicial interest, on the grounds that she is a Governor of St Marks Primary School and that Busbridge Infant School also takes children from the St Marks catchment area, in Agenda Item 5, Schedule Nos 12 & 19 ( WA/2008/1154 and WA/2008/1226). Councillor GS Barnes left the chamber when each of those items were discussed.

Councillor SW Cosser declared a personal and prejudicial interest, on the grounds that the owners of an adjoining property are known to him, in Agenda Item 5 Schedule No 11 ( WA/2008/1151) and left the chamber when that item was discussed.

Councillor T Martin declared a personal and prejudicial interest, on the grounds that he a governor of Busbridge Infant School, in Agenda Item 5, Schedule No 19 ( WA/2008/1226). and left the chamber when that item was discussed.


Councillor Peacock declared a personal and prejudicial interest, on the grounds that he was the applicant, in Agenda Item 5, Schedule No. 5 ( WA/2008/1108). The Committee agreed to decline to consider that item.
 
Councillor JR Thomson declared a personal, on the grounds that she is a volunteer reader at St Marks Primary School, in Agenda Item 5, Schedule No 12 ( WA/2008/1154). and remained in the chamber when that item was discussed.

The comments and observations from the following Waverley Borough Councillors were preliminary ones prior to consideration at Borough Council level and were based on the evidence and representations to the Town Council.

100-08 PLANNING APPLICATIONS - CONSULTATION

The Committee considered the applications listed on the attached schedule and commented on them as shown in the third column.

101-08 PLANNING APPEALS

Members noted the following:

Appeals Lodged

WA/2008/0093 Erection of a single storey extension at 94 Ockford Road, Godalming.

102-08 WAVERLEY BOROUGH COUNCIL - PLANNING DECISIONS

Members noted the contents of a list of Godalming applications considered by Waverley Borough Council (either by delegated authority or by Development Management Committees) where decisions were significantly different to the observations submitted by the Town Council (copy attached to record minutes).

103-08 ITEMS FOR THE INFORMATION OF MEMBERS

Members noted the items, which were tabled for their information.

104-08 CREATION OF AN AD HOC ADVISORY COMMITTEE

Members agreed to recommend to Full Council that the next meeting of this committee scheduled to take place on Thursday, 7 August 2008 at 6.30 pm should be cancelled  (since it might be inquorate).  

The committee agreed that an ad hoc advisory committee should be created comprising 10 members, to meet at 6.30 pm on Thursday, 7 August 2008 in the Council Chamber.  The advisory committee should consider the planning applications received in the three weeks to 30 July 2008 and make observations to Waverley Borough Council on this committee's behalf.

Subject to the decision made by Members on the previous agenda item, the next meeting of the Planning & Environment Committee was scheduled to take place on Thursday, 28 August 2008 at 6.30 pm in the Council Chamber.
