The meeting opened with Prayer, Reverend Jolyon Trickey of St John the Baptist, Busbridge officiating.
393-05 MINUTES
The Minutes of the meeting of the Council held on 12 January 2006 were signed by the Mayor as a correct record.
394-05 PETITIONS/STATEMENTS/QUESTIONS FROM MEMBERS OF THE PUBLIC
No petitions/statements/questions had been received from members of the public in accordance with Standing Order No 87.
395-05 DISCLOSURE OF PERSONAL AND PREJUDICIAL INTERESTS
Councillor PJ Martin declared a personal interest, as Town Mayor and therefore President of the Godalming Cricket Club, in Agenda Item 6 - Report of the Council Management & External Relations Committee.
Councillor PMA Rivers declared a personal interest, as a life Vice-President of the Godalming Cricket Club, in Agenda Item 6 - Report of the Council Management & External Relations Committee.
Councillor MR Goodridge declared a personal interest, as a life Vice-President of the Godalming Cricket Club, in Agenda Item 6 - Report of the Council Management & External Relations Committee.
Councillor ML Steel declared a personal interest, as a life Vice-President of the Godalming Cricket Club, in Agenda Item 6 - Report of the Council Management & External Relations Committee.

Councillor PS Rivers declared a personal interest, as a spouse of a life Vice-President of the Godalming Cricket Club, Agenda Item 6 - Report of the Council Management & External Relations Committee.
All the above named Councillors remained in the chamber and accepted the recommendations of the Council Management & External Relations Committee.
396-05 COMMITTEE REPORTS
The reports of the following Committees setting out decisions taken pursuant to delegated powers were RECEIVED
Council Management & External Relations Committee
Upon the recommendation of the Council Management & External Relations Committee the Council agreed the following:
- To adopt the schedule of meetings for 2006/07 (copy attached to record minutes).
- That a Healthcheck Co-ordinator should be employed for 12 months on standard terms and conditions at LC (Local Clerk) Scale 2 SCP 35-38 (using the job description and person specification that was attached to the CM&ER minutes for 9 March 2006).
- That the Healthcheck Co-ordinator be given office accommodation at the Wilfrid Noyce Centre for the period of 12 months.
- That use of the Town Crest by external organisations should not be permitted except in exceptional circumstances and that future decisions on exceptions to that policy is delegated to the Council Management & External Relations Committee.
The Council also endorsed the three decisions made by the Council Management & External Relations Committee about use of the Crest; to grant permission to the Godalming Cricket Club and the Godalming Youth Orchestra and to refuse permission to Brittnett-South East.
Planning & Environment Committee
No recommendations were made to Full Council.
Policy & Resources Committee
Upon the recommendation of the Policy & Resources Committee the Council agreed to adopt updated Financial Regulations (copy attached to record minutes).
397-05 TO RECEIVE MINUTES OF COMMITTEE MEETINGS

398-05 RECEIPT OF QUESTIONS BY THE TOWN MAYOR OR CHAIRMAN OF ANY COMMITTEE

399-05 SEALING OF DOCUMENTS, ETC.
The following resolution was passed nem con.
THAT THE TOWN CLERK BE AUTHORISED TO SIGN OR WHERE APPROPRIATE, TO HAVE SEALED ON BEHALF OF THE TOWN COUNCIL ANY ORDERS, DEEDS OR DOCUMENTS NECESSARY TO GIVE EFFECT TO ANY OF THE MATTERS CONTAINED IN THE REPORTS RECEIVED AT THIS MEETING OR IN ANY RESOLUTION PASSED BY THE TOWN COUNCIL.
400-05 DATE OF NEXT MEETING
The next meeting of the Full Council is scheduled to be held on Thursday, 11 May 2006 at 6.30 pm in the Council Chamber.
401-05 ANNOUNCEMENTS
With the permission of the Chairman, the Town Clerk announced that pursuant to Minute 389-05 (where Members of the Council Management & External Relations Committee noted the Notice of an Official Industrial Action Ballot from the Trade Union Unison and that all four Town Council staff based at the Council offices were Unison members and had been balloted) that the result of the ballot was in favour of industrial action and that a one-day strike had been called for Tuesday, 28 March 2006. The Town Clerk further announced that it was likely that the Town Council offices would be closed for the day on 28 March 2006.
THE COMMITTEE RESOLVED TO EXCLUDE THE PUBLIC AND PRESS FROM THE MEETING AT THIS POINT PRIOR TO CONSIDERATION OF THE FOLLOWING ITEM BY REASON OF THE CONFIDENTIAL NATURE OF THE BUSINESS TO BE TRANSACTED IE. MAYORAL MATTERS.
402-05 REVIEW OF THE POLICY FOR THE APPOINTMENT OF DEPUTY MAYOR
This item was considered as a confidential item - but the resulting minute need not be considered confidential.
Members considered a confidential report from the Mayoralty Committee and resolved to make no change to the current policy for the appointment of Deputy Mayor.
403-05 APPOINTMENT OF TOWN MAYOR 2006/07
This item was considered as a confidential item - but the resulting minute need not be considered confidential.
Members agreed the recommendation from the Mayoralty Committee that Councillor Dr JFA Blowers should be nominated to be Godalming Town Mayor for the Local Government year 2006/07.
Members agreed the recommendation from the Mayoralty Committee that Councillor PJ Martin should be nominated to be Godalming Deputy Town Mayor for the Local Government year 2006/07.
