Penny was born in Kingston, Jamaica and has lived in Godalming since 1975. She is married to Paul who is also a Town Councillor and mother to four children, all of whom have been educated in local schools.

She was elected to Godalming Town Council in 1995 and was Mayor in 2001/02 and 2004/05. She has chaired the Planning & Environment Committee and the Joint Burial Committee.

Her interests are Fair Trade and justice and peace issues.
